"The ELADA 21 software (ELectronic Atlas of Agenda 21) offers an accessible and inexpensive approach to meet these needs. A project of the International Development Research Centre (IDRC), CCRS and private industry (LMSoft and the Canadian Biodiversity Informatics Consortium) ELADA 21 uses multimedia and geomatics technology to access and disseminate Agenda 21 related information. This software will process information at regional, national and global scales and will make possible the assessment of environmental changes through the integration of various type of indicators."

Fiftheen ministries and eleven organisms collaborate with in this strategy to put the geographic information within reach of the public and of the private sector through Internet, in the shape of products and services to the population.
